MCSS- Dedicated Supportive Housing- Social Housing Improvement Program

Description

As announced in the 2016 federal budget, the Social Infrastructure Fund (SIF) allocates $209.3601 million in funding to the province of Ontario to increase the supply of affordable housing and to support economic growth in Ontario. One key component of this fund is the Social Housing Improvement Program (SHIP) – a capital grant program that is focused on improving and preserving the quality of social housing in the province, in an effort to ensure its long term physical sustainability.

For 2016-17, $4.39M has been allocated to the Ministry of Community and Social Services (MCSS) for the renovation, retrofit and repair of MCSS funded dedicated supportive housing (DSH) units.

The objectives of the DSH-SHIP are to:

  • extend the useful life and long term physical sustainability of the DSH stock;
  • improve the energy efficiency of DSH Buildings;
  • better the health and safety of the tenants and ensuring physical accessibility to housing units; and
  • promote service optimization and program continuity at social housing sites.

For the purposes of the program, funding under DSH SHIP cannot be used for the following:

  • replace activities supported by Federal funding received under the Housing Services Act (HSA) 2011; and
  • reallocating funds to Seniors New Construction and Renovation and Victims of Family Violence New Construction and Renovation programs.

SHIP funding is not subject to any cost matching requirements by the Service Managers or the housing providers.

Eligible applicants must submit one Project Information Form (PIF) for each project. If additional PIFs are required, please contact the Program Lead, Nathan Johnson at Nathan.Johnson@ontario.ca.

Eligibility Requirements

The following funding conditions apply for the Dedicated Supportive Housing- Social Housing Improvement Program (DSH – SHIP):

  • project construction must begin within 3 months of the funding commitment;
  • projects must be completed within two years of the project commitment date; and
  • both the DSH provider and the agency providing support services must sign off on the proposed project.
