Francophone Community Grants Program

Description

Background

The Francophone Community Grants Program (FCGP) is a discretionary, non-entitlement, application-based grant program launched in 2017 by the Ministry of Francophone Affairs to support projects directly benefiting the Franco-Ontarian community.

A funding envelope of one million dollars ($1M) has been allocated to the Program for the 2019-20 fiscal year and will continue to support local cultural and community initiatives across the province.

The scope of the FCGP will also expand to include a focus on fostering economic development opportunities within the Francophone community, profiling the role of businesses and entrepreneurs in strengthening local and regional economies

The new FCGP aims to meet key Ministry priorities to improve access to French-language services while promoting economic growth by identifying and addressing gaps and barriers that affect Francophones, their businesses and businesses that serve them.

Through this broad initiative, the Ministry of Francophone Affairs seeks to strengthen the cultural and commercial vitality of the Franco-Ontarian population.

Funding Streams and Objectives

Under the Program, the funding envelope will now be divided into two major streams:

A. A Community and Culture Stream, open to not-for-profit corporations, to support projects seeking to:

• Strengthen the capacity of Francophone organizations in Ontario;

• Provide opportunities to celebrate and foster understanding of Ontario's Francophonie; and

• Increase collaboration among providers to enhance services to Ontario's Francophones.

B. An Economic Development Stream, open to registered or incorporated businesses, to support projects seeking to:

• Strengthen the capacity of organizations to serve French-speaking markets; and

• Promote the identification and recruitment of Francophone bilingual workers.

Deadline

The application period for 2019-20 is now closed. Information about the 2020-21 edition of the Program will be announced in early winter 2020.

Eligibility Requirements

All projects must:

    • Take place in the Province of Ontario;

    • Begin on or after November 1, 2019 and end on or before April 30, 2020;

    • Identify the community or region of Ontario it will serve; and

    • Not involve capital costs (i.e. land, building, vehicle, furniture or major equipment purchases).

Community and Culture Stream

To apply to the program under this stream, you must:

    • Be a not-for-profit organization;

    • At the time of submitting your application;

    o Have legal status (federally or provincially incorporated, municipality, etc.); and

    o Operate in Ontario for at least two (2) years;

    • Have a mandate to develop programs and initiatives benefiting Francophones at the local, regional or provincial level; and

    • Not be in default of any provincial grant, loan, or transfer payment agreement within the last two fiscal years.

NOTE: One organization may apply on behalf of a group of organizations.

In addition to the above, projects must be open to the public and consist of the creation of a new initiative or a new component to an existing initiative (enhancement).

Economic Development Stream

To apply to the program under this stream you must:

    • Be a for-profit organization;

    • Have a minimum of 3 employees;

    • Be federally or provincially registered or incorporated (e.g., sole-proprietorship, general partnership, corporation);

    • Operate in Ontario for at least two (2) years at the time of submitting your application; and

    • Be in substantial compliance with all applicable laws and be free of any fees, levies or taxes owed to Her Majesty the Queen in right of Ontario or her agencies.

And meet one of the following key criteria:

    1. Operate in a francophone community – that is, a Census Subdivision in which at least 15% of the population is Francophone according to the Ministry’s Inclusive Definition of Francophone (refer to Francophone Population of Ontario by Census Subdivision table linked below);

    2. Deliver products and/or services to a francophone market in Ontario;

    3. Present a realistic business expansion plan supported by market data to start operating in or providing products/services to a francophone market in Ontario; or

    4. partner with a regional, national or international organization to bring products and services to Ontario with an aim to increase their offering to the French-speaking market.

NOTE: A for-profit organization may partner with a not-for-profit organization or another for-profit business to increase their offering to the French-speaking market in Ontario.

Applicants apply through the Transfer Payment Ontario web portal using the application form for the stream under which they wish to apply (i.e., the Culture and Community Stream or the Economic Development Stream).
