Ministry of Children and Youth Services (MCYS) – Minor Capital


The MCYS Minor Capital program aims to help Transfer Payment (TP) agencies maintain buildings and property (real estate) in a better state of repair to support the delivery of ministry programs and services. The program allows the ministry to make timely capital investments to extend the life of TP infrastructure and ensure the provision and delivery of accessible, safe, quality programs and services to clients across the province.

Requests for minor capital projects are captured through the ministry’s annual Infrastructure Survey (IS) process. The ministry requires TP agencies to complete or update an IS for each of their sites used for ministry-funded programs or services. Only those sites that have completed a new IS or updated an IS for the current fiscal year are eligible for minor capital funding.

Please note that MCYS TP Agencies may request for funding under the following programs:

• Partner Facility Renewal Program and/or;

• Fire Code Compliance (compliance with 2014 changes to the Fire Code is required by January 1, 2019). Please note that the 2018-19 IS process will be the final year where funding is available for projects related to fire code compliance.


Please be advised that the TP Hub System (previously Grants Ontario), will be re-opening as of June 1, 2018. The Ministry will be accepting additional applications for the 2018/19 MCSS/MCYS Minor Capital Program through the TP Hub System until July 12, 2018 by 5:00 pm.

Eligibility Requirements

According to ministry policy, capital funding is only provided to TP agencies that have a direct funding relationship with the ministry to deliver programs and/or services. This includes TP agencies that operate in:

• owned real estate;

• real estate it does not own;

• rental or leased real estate;

• government owned real estate and;

• real estate owned or managed by a non-arm’s length entity.

As a general principle, the ministry provides capital funding to support ministry programs and services. Where real estate is used jointly for non-ministry programs and services, the ministry generally only considers funding the space used for ministry-funded programs and services.
